James City County has received an unsolicited proposal under the Public-Private Education Facilities and Infrastructure Act of 2002 (hereafter referred to as “PPEA”). The proposal is for Design and Construction of James City County’s new consolidated municipal complex. The location proposed is the site located across from the James City Recreation Center on property identified as 5231 Longhill Road and 5255 Longhill Road, further identified as James City County Real Estate Tax Map Nos. 3820100002 and 3820100002A, respectively.

The County intends to evaluate the proposal and may negotiate an interim or comprehensive agreement with the proposer based on the proposal. A public copy of the unsolicited proposal received is included in this notice, subject to the provisions of the Virginia Freedom of Information Act, Code of Virginia, PPEA, and County Purchasing Policy.

The County will accept for simultaneous consideration any competing proposals that comply with the procedures adopted by the County and the PPEA. The deadline for submitting competing proposals to Kitty Hall, Purchasing Director, is 2:00 PM EST on May 25, 2023. No additional proposals prepared in response to this PPEA public notice shall be accepted after this date and time. Any private entity submitting a competing proposal shall provide the County Purchasing Office one (1) original and six (6) copies and one (1) redacted volume, as well as an electronic media containing original and redacted versions. Proposers are to provide a check in the amount of $20,000 payable to “James City County- Treasurer” with their proposal submissions. Proposals will be evaluated on the Proposer’s qualifications and experience, project characteristics, project financing, public support, and project capability as detailed in the procedures.
